1. General Requirements to a Merchant's Web Site

1.1 All Web site’s internal links shall be active and correctly processed.

1.2. A customer shall not provide “Adult Entertainment” services.

1.3. Customer’s Web site shall not have links or banners of suspicious web sites (for example, web sites for adults, etc.), and also links of banner networks where suspicious banners can appear.

1.4. Customer’s web site shall not be hosted on the free servers, which provide hosting services (for example,, nor on servers which have been not recommended by a Bank.

1.5. Availability of an actual reference information about a customer or an Enterprise on a Customer’s Web site. A Web site shall include such information as a country, location address, a correspondence address (an address cannot be poste restante), and also contact phones to reach a Customer’s support service.

1.6. A list of sold goods (works, services), listed in an Enterprise’s application for an Internet acquiring agreement and in a Customer’s questionnaire, shall match an inventory (works, services), specified on a Customer’s Web site.

1.7. A completeness of a description for consumer properties of sold goods (works, services). (To be verified to avoid a refund due to a lack of a good/work/service description. Including, without fail, a Web site shall list prices for goods, works, services.

1.8. Card data shall not be accepted on a Customer’s Web site. For payments using a card, a Buyer shall be redirected to a Bank’s system.

1.9. Availability of the description for good order procedures (works, services) on a Customer’s Web site, and a payment for them using cards. In addition, a Web site shall provide a form to pay for goods (works, service) using cards, and redirect a Buyer to a Bank’s web site.

1.10. Availability of a goods delivery information (receiving works, services) on a Customer’s Web site, such as terms, methods, and also any other information required to get a clear idea of a goods delivery (receiving works, services) after a payment using a card.

1.11. Availability of a description on a Customer’s Web site for procedures to refund, provide interchangeable goods, exchange goods, etc. if a buyer refuses goods (works, services). In a Customer does not provide such procedures, it shall inform it on its Web site.

1.12. An enterprise shall control a receipt of orders by Buyers.

1.13. An enterprise shall provide methods to minimize and control risks of fraud transactions. In such cases Bank capabilities shall be used to protect against a fraud.

1.14. All pages related to a Web site’s operation or Bank requirements, shall have a single domain name.

1.15. Availability of a warning that a Customer’s visit, purchase and delivery of a specific good (works, services) to a Buyer can be illegal in a country where the Buyer is located.

1.16. Availability of a warning that a Buyer is responsible for a defiance of laws of his country when visiting this Customer and attempting to purchase goods (works, services), if those are interdicted by a legislation of the country where it is located.

2. Additional Requirements to Customers’ Web Sites , Which Provide Gambling Services

2.1. Availability of a warning on a Web site as follows: The statement — “Internet Gambling may be illegal in the jurisdiction in which you are located; if so, you are not authorized to use your payment card to complete this transaction”.

2.2. Availability of a warning on a Web site that a Buyer is responsible for a defiance of laws of his country concerning commercial online gambling (a statement of the Cardholder’s responsibility to know the laws concerning online gambling in his country of domicile).

2.3. Availability of a warning on a Web site that the web site’ services can be used by persons of 18 plus only

2.5. Availability of a description for a payout procedure (payments to cards are forbidden) on a Web site.

2.6. Availability of transaction cancellation rules on a Web site.

3. Bank Recommendations for Customer’s Web Sites

3.1 A customer is not recommended to provide services as follows:

  • online dating (dating agencies);
  • gambling (real-time gambles, casino, betting pools, lotteries).

Each such application is examined in a special way. A decision can be made on the basis of requirements which are not available in this document.

3.2. Full compliance of a legal entity, for which a domain name of a Customer and the legal entity, specified in the application, is registered, is recommended. The legal entity for which a domain name is registered is defined using corresponding databases on the Internet (RosNIIRos DBs (,,

3.3. A domain of a Customer’s Web site is recommended to be a 2nd level one.

3.4. Availability of the description on a Customer’s Web site for export limitations to deliver goods (works, services), if any.
